- Held on city property
- Includes any of the following:
- Closing a street or road
- A parade or procession
- A food truck or food vendor
- A tent larger than 400 square feet
- A generator
- Amusement activities in streets or parking lots
- Police, fire, or EMS support
- Fireworks
