When the entire solution cannot be built or implemented at once, which factors drive the solution scope?

  1. The highest-priority requirements must be implemented first. Additional high-priority requirements must also be included as money and time permits.
  2. Requirements cost, priority, difficulty to implement and relationship to other requirements help determine decisions about solution scope.
